Can't get rugging right!

At the moment I never seem to be rugging correctly!!
I've had my full TB (who is a little on the skinny side :( ) for about 3 weeks now, and he initially dropped weight, though I *think* he's looking better this week (will post some pics for you lot to decide later!).
My problem is that I'm on DIY livery, and so am at the yard at 7.30 in the morning before school, and again at 5ish in the evening. I've been turning out in a LW turnout, which I'm sure is too cold first thing (when it's 4 degrees!), and too hot for when it gets up to 17 degrees or so in the afternoon! He gets bothered by the flies too, but I feel bad turning him out in a fly rug first thing when it's chilly..for the last couple of days he's been out in turnout, fly mask and fly spray!!
I just can't seem to get it right. :( Any suggestions as to how I should be rugging? Unfortunately changing rugs during the day is not an option, as everyone's always at the yard at the same times, and i'm at school.
At night in the stable he is either in a MW or heavy LW (if that makes sense!) depending on weather forecast and how cold it is when I leave the yard around 7.
 
My boy is the smae as yours! underweight tb and iv only had him 4 weeks!!
He's turned out at night in a mw and 8am i change it to a lw or nothing if there is no wind.
I think the lw is fine that early, he will move around if he feels cold.
