0:0 (used in e.g. UK) = A (used in e.g. Sweden) = ideal HD score.
The letter system only mentions two letters if they have different scores on their hips, as in e.g. A:B or C:A. So a single letter means that both hips got that score.
In Sweden both A and B hips is allowed to breed from, C hips in combination with a dog with A hips, this is to make sure that the gene pool is not harmed by minimizing the amount of dogs possible to breed from to much = leading to new, possibly worse, diseases/problems. D or E hips are not allowed to breed from.
I don't know which numbers that equals e.g. B and C but the basic reason for why not only dogs with 0:0 score is used in breeding is most likely the same in UK as here, it could make the gene pool to small.
