Changing microchip details

Hello

So sorry for the numpty question...

How do you go about changing the ownership details on a microchip? I have my new boys passport and receipt of sale, however, I know that passports are not proof of ownership. Is it the responsibility of the last registered owner to change the details?

When I bought my horse, I recieved all his microchip documents. On the bottom of one of these was a tear off slip to change owners. Fill it in and send it off. If you haven't got the documents, you need to get them from the last owner.
On the slip it says you need the signature of the previous owner to change the chip details. However, when I rung up and said I coulnd't get it, they said it should go through anyway, and to just send it off without it.
 
Hmm this is where I'm going to have problems I think. I don't have those documents. I bought him from a dealer who brought him over from Ireland. There is a name and address in his passport of the last registered owner, however, my vet thinks it's highly unlikely that I will get a response from him.

I guess I'll try writing to the previous owner but don't fancy my chances
