Changing ownership details on a passport, please help

Ok I need to change my boy's passport over to my name. His passport was issued by the Irish Horse Register.
When my mum did hers she went to the horse passport agency but it asks for his life number. On his passport there: "Irish horse register under no *******" and inside the passport where the life number would be there is "UELN number ***************" but neither of those numbers is recognised by the horse passport agency. What do I do now?

You would have to go to who issued the passport so the Irish horse register. It's not issued by the horse passport agency that's why it doesn't recognize the numbers.

The Irish are very quick to send your passport back and think it's only a fiver which is another bonus.
