As everyone else has said a Wilkie or a Kimblewick may help. It may be worth trying a couple and seeing what works best. I use a straight bar pelham with my mare who can be quite strong. If you didn't want to use roundings with it you can get reins that look like double reins but aren't which may help.

I dont understand why some parents wont consider anything other then a snaffle.
Sure in an ideal world thats all we would ever need for any horse, but in the real one I think bit has to be apropriate to the horse/rider combination.
If you feel your daughter has soft enough hands to use a stronger bit and that the pony will go well in one then try some out, find what works for them.

as you know fizz is 11.1hh sec a & candice is 7 years old,fizz is in a full cheek snaffle as she doesnt get to hack out without someone on foot or on lr if i am riding too.

i would not think twice of upping the bit if i was you,at the end of the day,if the pony bolts/will not stop you at best have a scared child when they stop, at worse one in hospital or dead
