China ban on dog walking

a province in China has apparently banned people walking their dogs and if they are caught 3 times dog will be destroyed! Nothing to do with Covid restrictions.
Im glad that there has been an outcry from pet owners.

What in the world are they thinking, We don't ban dog owning, you only must keep your dog 100% indoors! Because they say they've had incidents between unleashed dogs, and people.

They say? Is there any proof, or statistics showing that the incidents have actually happened? Or increased? Could it be the result of a dog phobic person?

And if you risk getting a warning, then a fine, and the third time you're caught out walking your well-behaved dog in public, the authorities will confiscate your dog, and kill it, won't some dog owners think that the obvious solution is to let their dog out on it's own, without a leash?

Besides, how in the world is a policy about keeping your dog 100% indoors supposed to promote "civilised" dograising habits?

If they really wanted to make a really big difference to keeping their citizens safe, why are humans allowed to be outdoors unleashed? People commits all sorts of crimes to other people they meet outdoors, assaults, robberies, hit an run accidents, drunken brawls, rape... Compared to that, dog incidents are probably just a drop in the ocean.

I think it is just one county rather than a whole province, but yes, 'tis bonkers. They've had a lot of backlash from the Chinese public though so are apparently having a rethink ahead of the rule coming into force....tbc I guess

I think it's to do with a large number of attacks in one area.
