Clipping in the summer

I'm planning to continue clipping through this summer. Cob is too hairy, suffers from sweet itch and struggles in the heat with his rug on. My question is, should I give him his final clipping now, the wait for the summer coat to come through, or doesn't it matter? He was clipped just after Christmas and hasn't got any decent regrowth yet, just lots of pig hairs and really moulting. He's currently sporting an Irish but will take the whole lot off including legs and mane. I just feel its a bit cold for that right now.
 
It won’t matter really. I usually clip my natives in spring and have done when they are mid moult. It’s not as if you are aiming for a nice summer coat for showing or anything.
 
I clipped my oldie in may as she was taking so long to moult and by mid jun she looked like she hadnt had any fluff taken off. Just do what feels right for him.
