Coat changes

The coat of my little companion pony has changed this year. She is estimated to be in her late teens. I clipped her in November and she was rugged until they had to come in at night after Christmas. Last year her coat was quite sleek and by this time she had lost quite a bit of her winter coat and her coat laid flat. This year she seems very 'fluffy' and although she is losing coat, she doesn't seem to have a summer coat coming through. I don't know if i am worrying too early or if these are real changes - my first thought was Cushings. I've added a couple of pictures.

I've got one who seems to be losing her coat slowly this year - I'm not sure whether that's because its been unseasonably cold at night or an underlying issue either. With a teenager slower than normal to lose their coat I would probably do a cushings test to put my mind at rest if nothing else.
