Patches used to do this terribly.

Grass reins and daisy reins didn't work unless they were so tight that she fought them. They turn sideways to grab at things head height, not just grass on the verges.

I think over time you just learn to read the signs. I can tell when she's eyeing up grass/branches and a sharp little tug with my right rein (as I'm always on the road when she does it, so she's always pulling to the left verge) whilst growling "no!" along with a kick of the legs or using the whip soon sorts her out.

She only does it now when I put both reins into one hand to say wipe hair from my eyes etc. She knows the instant I lose concentration. Clever little toad that she is.

My advice is to never just let them get away with it, even once. The more they get to snatch at grass, the more they want to.
