Measured horses mouth the other day with a wooden spoon and marked it. It measured 5.25". He has been ridden in a 5.5" loose ring snaffle which appears to fit well. Am I right in thinking that I need to add a little on both sides to allow for the rings?

I got sent a new loose ring snaffle today which was supposed to be 5.5" and said it measured 12.5cm. I've just been looking online at Happy Mouth's and on the website I've been looking at it says 5.5" = 13.5 cm.

Which one is correct?
 
I used to work in a saddlery and loose ring bits need to be slightly bigger than a fixed ring by about 1/4".

I think with the cm measurement, the sizes are rounded down compared to measuring in inches.

Whilst working in the saddlery, I noticed that some Happy mouths were slightly smaller and some larger than the measurement given.
