From a neighbouring dog to work. It is all the time, others have complained. The owner is unable to take it to work, it has other dogs as company. It's usually a quiet environment and this is becoming annoying for the guy in the nearest office, who is unable to change locations. Any ideas what to do, given the owner was spoken to and says lots of other complaints have been made but nothing has changed?
