On the left rein its great. But on the right rein he leads with his inside shoulder, I have tried more inside leg, a slight flexion to the inside (open rein), raised inside hand, whip down inside shoulder but still he can't get the idea. As far as I can tell I am in the right place

What am I missing??

Have you tried turning your inside knee right in? Hurts your hip to begin with but does the trick for my boy.

Maybe he's not taking enough weight on the inside hind? Try tickling him up with the schooling whip to get him to engage more behind. If this is the problem, then shoulder-in is a good exercise.
