Converting tennis court to arena?

We have a tennis court that measures roughly 20x40m and is no longer used, so are looking at converting it into an arena, has anyone ever done this? If so, how did you do it? I'm not entirely sure how tennis court drainage works, but it definitely has some kind of drainage system, and is only a few metres from a ditch to drain into. Would it be possible to just break up the existing tennis court surface and lay a membrane and then surface over the top?

I used to ride in a converted one.and of think they just a put surround around it and put a surface on top.
It was at a dressage yard so not used to jump in but it was fine
 
We have just converted the same. They dug up the surface which would only break down with the vibration of the horses feet. Levelled it and extended the sides and length a bit. Rolled it all down membrane and then sand and rubber.
 
Thanks, did you have to do any more with drainage? Also, would we still need planning permission if the surface and membrane could just be lifted/scraped off if necessary, so it's not technically permanent, if you see what I mean?
