My spaniel is so restless in this heat, she just walks round and round aimlessly. Everyone else I know has dogs that are just flat out. Ive got a porch and conservatory with tiles, both actually pretty cool most of the day as north facing but she prefers the carpets. I bought cool mats, nope, doesnt like them, she wont go anywhere near a pool or water, wont sit by the fans. Bit lost as to what else to do.

How on earth are the breeds like bulldogs, pugs etc going to cope, some of them struggle in normal temperatures

As Honey08 suggests, above. If necessary, one hand restraining dog, via collar/helper. Other hand using large sponge/saucepan to gently pour cold water over dog. Repeat throughout the day.
High-value doggie treats afterwards may encourage dog to allow this, going forward.
Bonus point: you're going to get lots of "cooling water" over you, as well!

Soak a couple of tea towels and wring out, pop in a plastic bag and leave in fridge.
When things get v hot, pull one out and sit dog on it (can put a bath towel under it). 2nd one can be laid over the top if dog v hot.

I do this prep if a v hot day, as I have to get P dog home from work in a v hot car. It really helps the cooling.

Don’t know if you saw my video of the pups in a paddling pool yesterday? That was their first experience ever of this. My OH picked them up and put them in to start with, then we encouraged them back in with toys. They were very quick to decide they wanted to go in there. We’re going to just let them play in there today.

If she prefers carpets, maybe try a wrung out wet towel on the tiles: is i5 being comfortable she’s after? Could you get her a cool mat?
