could this be a saddle issue?

I have posted previously about a pony I tried and found to have a lovely forward trot but a very slow/short stepping walk after the first few minutes. Initially his walk felt very nice and bright/positive.

He is green but not a total baby. Seems to be like this with any rider so don't think it's just me.
Fairly sure his saddle is one the owner already had rather than actually fitted to him. She reckons he's just young/lazy and his walk will improve.
Am wondering myself if it could be to do with saddle though? Any thoughts?
TIA.

If the saddle does not fit correctly or just does not suit they way the pony moves, it could be the cause of it being reluctant to walk out but still allow it to trot ok, it may trot even better if the saddle fitted.

Whats he like bareback? and on the lunge? and in hand? If hes fine in all 3 then yes I would look at the saddle. He might have grown and need something diffrent now if he is young.
