Cracking hoof wall

My nine year old Holsteiner has really bad hoof walls. I bought him last year and noticed that his hoof wall was poor, so much so that it was difficult to shoe him behind. I put him on "formula for feet" for the year and thought they were improving but now I see that again they seem very dry and cracking at the side. He is again becoming difficult to shoe. I would appreciate any suggestions in relation to this problem. Thank you.

Also what does he eat? My mare's hooves improved (started to grow much better horn with a tighter white line) when I cut the molasses from her diet.
 
It could be a fungal horn infection.
A few years ago my cob, who has good feet generally, had a persistant toe crack, not bad but just wouldn't grow out despite good trimming.
Tried a few things without success, then soaked in clean trax. Bit of a faff to do, but the crack started growing out shortly after and has never returned.
Might be worth a try.
