Croup high elderly pony with front lameness

I have a connemara pony aged 24ish. She has a number of age related issues but most recent development is lame front left. Vet and farrier have investigated but no diagnosis. She is very croup high and seems more so in old age. I was wondering whether this conformation leads to her taking her weight more in front and this is part of her problem? If anyone has experienced issues with croup high old ponies, I'd be grateful for your experiences. Her lameness symptoms are stumbling and knee giving way. No bounding pulses, no swelling, no obviously painful spots. Has tested negative for cushings and pergolide trial did nothing for her. She's now on one bute a day on vet's advice. Any thoughts anyone please?
 
I guess nerve blocking should be next but she is vet and needle phobic. She was very badly treated before she was given to me aged 9 and she's never grown out of her anxiety about other people so I'm trying to puzzle it out before doing this.
 
That is the question really. She is certainly feeling more cheerful than when she was on no bute. But she's a stoic little thing so it's hard to know. I wish she could talk.
 
I was just wondering if croup high conformation predisposes horses to front leg problems because they are built downhill. She is lame in front so I wondered if the two things were connected :)
