Cruel neighbour driving me nuts

Bit of a pointless post but..neighbours (both about 20 ish) have just got a tiny Lhasa Apso puppy, I see them walk it every day near the main road with no collar, let alone lead - it's ran under my car once (thankfully it wasn't moving) and I've seen it run out into the road on numerous occasions. I regularly hear it yelp (for about 20 seconds) while the guy shouts at it telling it off (I have shouted up and told him to pack it in more than once) to which he replies "It needs to be taught a lesson" They also have a baby who cries a lot, the mother also shouts at that and tells it to be quiet. Eurgh why do people like this exist? :( I feel like I should be doing something but I know the local rescue centre can't do anything. I have genuinely thought about trying to kidnap sed puppy while he is roaming around (who is more like a guinea pig but furrier) however living right next door it may be hard to keep it a secret.. .
 
I feel your pain with the shouting. My upstairs neighbour used to scream blue murder at her kids to wake them up in the morning, what a way to set them (and me) up for the day GRRR the shouty lady has not been present for some time (gaffa tape?) So now we just get the thundering feet and laughter with dad - this I am happy to hear!

Unfortunately the dog is stuck with them but I think I would be tempted to speak to them about the lack of lead thing, that is plain stupid!
 
I'm going to play devils advocate here - I only have to look at my dog if she's being an arse and she screams the house down. I often wonder what my neighbours must think of me.

Shouting isn't nice though! I wouldn't like to live next to that.
 
Apart from trying to speak to them nicely & maybe drop some hints then there's little you can do. Very annoying though.
 
I hear some very strange sounds coming from their place, half the time I can't work out if it's the baby or the puppy. Makes me wonder what they do to the puppy in particular with some of the bizarre yelps and screeching sounds it comes out with. To top it all they think nothing of leaving the windows open and booming out awful remixes 20x over for about 5 hours straight!

Do you have any speakers? They are quite clearly chavs. Next time you go out, Speakers against the wall & cradle of filth, slipknot, dimmi bougair, machine head mix on full volume repeat.
 
Queenofdiamonds - unfortunately I have neighbours on the other side of me, however I would love to do that if I could - as well as posting a little sack of dog sh** through their letter box.
 
Organise a day out with the other neighbours then!

I did it to my old neighbours. They used to play **** music so loud it vibrated through the floor and the vibrations woke my (profoundly deaf!!!) Daughter up!

I was a mixture of angry and excited to be able to moan about someone waking her up (never been able to do that!).

Regardless, they got heavy metal blasted out for a few hours while I was at the stables.

I cannot stand people who think just because they've never worked a day in their life that everyone else can laze around in bed until lunch time!
 
My friend liberated her neighbours staffy puppy who was shut out in the garden all the day and not really looked after. They dug under the fence to ake it look as if the pup had escaped, and her friend who doesn't live on the street has adopted it. I think the owners barely noticed it was gone :o
 
No wonder the baby is always crying, it's probably sick of the crap music! Can't blame it. The woman over the road runs a very fancy b+b so I'm hoping sooner or later she'll kick up a stink! Thankfully we're moving soon, I just hope the puppy miraculously manages to escape and someone finds it who wont beat the living hoots out of it!
 
Poor puppy nd poor baby!

It is actually illegal to allow a dog on a public highway (which includes public footpaths and bridleways) unless it is under full control i.e. collar and lead or 100% obedient and safe. It is also illegal for a dog to be without a collar with its name, address and contact number on.

I would be contacting the rspca, dog warden and even have a word with the police as they are breaking the law.
 
Next time the dog is wandering I'd take it in and call the dog warden/rspca, you can then go through your concerns.

As Amymay and others have said, it seems social services may need to be aware of what is going on too, most councils will have a child protection officer you can contact. :(
 
I agree have a chat with your dog warden. Maybe they would be able to talk to them about the lack of collar and lead.

My sympathy for the shouting. Poor puppy, what a rotten life for it. :(

Where is the couple's class and employment status mentioned? The OP has said they're very young, but I don't think it's been stated that they're working class and unemployed?

They might well be, but why the assumptions QoD?

The dog warden is a good idea, but if you are wanting to sell and move, do not ring the police, as you have to notify potential buyers if you have problem neighbours.
We had some seriously unpleasant neighbours, who used to shout at each other an their many dogs, sadlywhen we tried talking to them they got violent. Smile and breathe, its a good excuse to spend more time at the yard.

Interesting point about the police. Is that an obligation when you sell a house these days?

Smile and breath is a good idea too. I wouldn't do anything to retaliate (speakers through the walls etc), as that's how neighbour wars start, plus of course you'd be behaving as badly as them. Things can escalate that way and people or property can end up damaged plus you could both end up in court.
 
To be honest I have no idea if either of them work or not, however I do see them both during the day. Our local shelter is absolutely over run with dogs (and I have to say, it's not a pretty shelter at that) and as I live abroad i have absolutely no idea if they even have dog wardens out here. Hmph, certainly not the first clueless animal owner I've come across, I still give him evils when i pass him though :p
