cruel or not?

I have a neighbour who has three labs in one small kennel with a tiny square outside. He breeds from them. They never go outside the kennel ever. They used to come out and bark when anyone walked past but now they dont even do that. I really feel for them as labs are such lovely gregarious dogs and in the hot weather I think they must be so uncomfortable when the sun is on the wooden kennel and there is no escape. I want to report the neighbour but I think that as they are fed and watered and have shelter that their miserable existence would not be considered cruel by the RSPCA. What do you think?
 
I agree with you sounds like a miserable life. Presumably they are moved when they have pups ? It might be worth contacting the RSPCA , although at one time they wouldn't act if dogs had food and water they might be more inclined to do something now with the new Animal Welfare Act. I don't suppose he is a KC registered breeder but if you know his name you could perhaps contact the KC and find out, and if he is you could inform them of the conditions. They are supposed to be trying to stop this sort of thing now, although not holding my breath.

Are you 100% sure they are in there full time?
A lot of people see my dogs in their run when they drive past on there way to and from work and assume they are stuck in there all the time, even though they are out yomping for three hours with me during the day, we have an exercise pen and the female now comes into the house with me during the day.

If they are, I don't know if the RSPCA would do anything for the reasons already mentioned.
Maybe the dog warden could have a word?
 
Definately cruel but don't know if it would be classed as such under the new welfare laws. I'd report him to the RSPCA and they'll tell you if it isn't and tell him if it is.

They are definitely in there 24/7 as we live in a village and everybody keeps an eye out and they never get out of that cage even when the pups arrive. He has told people he works them but that is simply not true. The dogs are so depressed they just sleep all the time
 
The Animal Welfare Act is based on the five freedoms, one of which is the freedom to express normal behaviour. I would argue that being kept in this way prevents a dog from expressing normal behaviour. Would check it out with an expert though.
 
You could try the RSPCA, exagerate things a little, this way the RSPCA by a small miracle may atleast pay a visit, this will make the fella aware that someone is aware of the situation, or leave an annonyamous letter trough the door, telling him, u are aware of the dogs situation and will be reporting him if changes are not made.
ALSO phone the tax man and give an estimate of how much he is making from them, he may get a letter, this will also make him aware that someone else is aware, if u get my drift
