Cruppers? R they just for little ponies?

You can use them for any saddle that doesn't actually fit properly, doesn't mean that's a good idea. You can get away with a badly fitting saddle with a tiny lw kid, but its not something I'd recommend really, especially for a larger child or adult. 3 or 4 stone on a standard shettie or sec a on a saddle that moves is not as detrimental as a badly fitted saddle with an adult in. Better to get a decent saddle fitter to find a saddle that actually fits correctly.
 
Some round ponies with little wither, flat backs and small shoulders can experience this problem. My dutch pony has the issue despite having a properly fitted saddle and this mainly happens when jumping. I would consider a crupper if I did much jumping. She is only 4 and i am hoping that as she muscles up the problem will be reduced.
 
Funny you should mention this as I saw a horse in Germany just a few days ago wearing a crupper. I did a double-take as it was so unusual to see on a great big Hanoverian. The horse is a showjumper and I can't recall ever seeing a crupper in an adult jumping ring before.
