I'm looking for a very basic cheap saddle to use while breaking my 11hh pony

Are the Cub saddles any good or would I be better buying a very cheap secondhand saddle or saddle pad?

Its really only for him to wear whilst being long reined/lunged and later to carry dummy legs and possibly be backed

He will then be turned away after which he will have a better saddle

I prefer pony pads cos they give kids a better seat. But as long as you sit a kid behind the handle, rather than at the cantle, you can treat a cub like a pony pad & not effect the seat. However, from the ponies pov they are fine imo, & easy to adjust when a young pony grows. So in your situation should be ideal. But, it does depend who's doing the backing. My tall but slight 7yr old can still fit in one easily, but unless very petite I can't imagine even slim 10/11yr olds doing. Plus they are really aimed at under 6s, so not sure the weight distribution of a heavier, older child would be ideal. We use a ponypad, but do have an old cub we use as a roller for lunging/ longlining our 11.1.

You could use one. I feel it's getting too small for my tall 3.5 yr old daughter however. It fits from a Shetland to a sec A to a Sec C x D with the same girth :D

I am using it on my Sec A to get her used to tack.
