Cut on leg above hoof

I'm not sure what the white line that goes vertically from the lower ankle to the hoof at the back of the leg is called or what it's for..

My mare has got a cut the one on her back leg. The ones on her other legs look solid but the cut one looks like the skin has been slit at the bottom and it's still attached at the top.

Sorry this is confusing! Anyone have any ideas what's wrong and how to treat it?

sounds like a cracked heel. Needs to be bathed with Hibiscrub and then dried and kept clean dry until healed. Have known others put Sudocrem on (baby bum cream) too. Is it on fur which is white? If so its usually because she will have pink skin which is more delicate and prone to problems with mud etc.
