Looks like a little terrier cross to me - I saw it on Breakfast too and that's what I thought (I didn't hear the mini-GSD bit). Glad he's home safely, anyway.
 
When I collected my lurcher from rescue, 15 years ago, in the cage next to him was a GSD - a normal on I thought till it stood up. then I realised it was a normal body on legs that were as short as a corgie, ie about 4 inches long. Now that was a minature GSD and clearly the result of some seriously deranged breeding. This one def looks like a terrier cross
 
I was nosey and googled and several websites all said the same-No such thing. Every now and then a dog comes out with the same distinct colouring as a GSD and whey hey a new breed!

Though that Beeb one looks nowt like one!
 
Something about the set of the ears made me think Corgi too.

But you GSD lovers/breeders - I quite like GSDs but they're too big for me. If they can't fit thru my cat flap, they're too big. So maybe ya'll could start breeding mini ones up for the likes of people like me? They'll go well with my Miniature Pinscher! In fact, maybe you can use my 16 yo bitch to breed one from?

OF COURSE it will go thru your cat flap..just push much harder with your foot:D:D
