Daft question about heights on a weigh tape.

I know it’s a vague way of measuring heights but on this weightape, does the arrow indicate that 5 hands would be the line to the right of the 5? Which would mean that if the horse was half way along the 14.3 block it would actually be 14.2 and a half? I think that’s right but my brain doesn’t like it and wants the marker to be to the left of the number it relates to.

(Im trying to decide whether the baby horse has reached the heady heights of 14.2 and a half or 14.3 and a half, but too cheap to buy a measuring stick. I think it’s the former)
