dales pony or is he a horse??

My 12 year old daughter competes locally unaffiliated at some small shows on our dales pony, he measures 14.3hh without shoes and closer to 15hh with shoes, he definately looks like a pony but has high withers for a dales.

We have always just put her in pony class but yesterday at a sj event (local unaf) we were told we could only enter her in with the horses,.

So as the breed websites say a dales pony will always be a dales pony and most info is that 14.3hh and above is horse im not sure which she should be entering as.

Also does the riders age make any difference ?

It goes by height I'm afraid, regardless of breed.

Over 14.2hh is classed as a horse. Or over 148cm if we're being accurate.
 
We have a connemara pony that is 15.2hh. Unfortunately this makes him a horse even though he is a registered connemara pony. Height limits for a pony are 14.2hh, anything larger is a horse, so he competes in horse classes.
