Danger in new Tarmac for horses!

A lady came back with her horse from a hack the other day and had a few grazes on her hand. She said her horse slipped over on the new 'eco' tarmac there is on the road. It's lethal!! She said that's the third time it's happenen on the same spot, her horse even had road studs on! I think she said she has complained about it 3 times now and they have done nothing!

I'm not sure about this new tarmac, it's suppose to be better for your car or something, but lethal to horses.
Have you ever seen it? Any accidents like this?
 
I work for a surfacing company, Part of our hacking route was resurfaced and was slippy just after being laid but now it is fine and not slippy anymore (the section is on a hill and we are able to walk and trot up and down it)

How long ago was the road you have mentioned laid?

I'm really not sure sorry, I was only there visiting a friend and another lady at the yard mentioned it when she came back. Probibaly a while though as that was the third time it had happened x
