Landscentret Heste is responsible for the paperwork of 22 breed associations in Denmark. The paperwork includes issuing horse passports (hestepas) and ownership changes (ejerskifte) so I think you have found the right place.

Translated from this page http://www.landbrugsinfo.dk/Heste/Stambogsfoering-og-registrering/Sider/Saelgererklaering.aspx , it says :

If the horse doesn't have a horse passport, you need to send them a paper called sælgererklæring that both buyer and seller have signed, together with the original pedigree.

If the horse has a horse passport, you only need to send them the original owner certificate signed by the seller.

On the right side of the screen it says Forfatter (=author of the text) , she seems to be some sort of secretary on Heste, so maybe you can try and email her if you have any questions. Good luck.
