Dead horse in River, Been there over 2 Weeks

Hi, the council have a dept for this sort if thing, im amazed it hasn't been taken away so far, it's an emvironmental health hazard!

I work for the police and we had a horse founf dead by a gate, we had the council sort it out straight away after a vet had been called for a post mortem.
 
Been thinking about this one!

Have you phoned Animals in Need/Maxicare I think they are in Irthlingborough, they might have a number for someone in authority that they deal with that might be able to help.....

Why when this is such a massive issue about burying animals near water because of contamination is the council not sorting this out?

So, I would call the council again and tell them you are going to call out the local papers with regards to contimation of the local water source unless they have this horse removed quickly - might be worth checking with your local hunt as to what they would charge to collect as won't be a pleasant job if the horse has been dead for that long (and probably won't be able to use the body either). Good on you for not ignoring this though.

My thoughts exactly - can't bury your own fallen stock but if it doesn't belong to anyone lets just ignore it. Disgraceful.
 
I work for the EA and the line is this. If this animal is in main river whether it is cow, pig, horse etc and likely to be risk to flooding or navigation such as getting stuck in flood gate etc then we will normally remove. If it is not in main river then down to the local landowner. We have in the past here removed them and then got ear tags and recharged farmers for the service. The trouble is gypsies and some farmers dont check animals and seem to not care if they do die ie;remove tags and leave them there. we normally thrn take them to hunt or knackers yard but it does cost money which is why we dont do it unless it is our river. not a pleasant job either.
 
I wonder if the authorities contacted the landowner? Whole thing is disgusting. Then again doesn't shock me. It took me a week to get Corby council to come and unblock the drain that was backing up in to my kitchen, my house is conected to the pipe further down so nothing to do with me and they still didn't want to come and sort it out!

So are the RSPCA not bothered about it either? Or do they only get involved if there is evidence of mistreatment?

They'll only get involved if there's some kind of publicity surrounding it or if they have a film crew following them!

Louise was very concerned to read about the dead horse in Irlingborough and she has contacted the Chief Executive at East Northants District Council asking him to urgently look into this matter.

Fingers crossed everyone, Will keep you all updated xx
 
This is horrendous and well done you for getting the attention it needs. I only live a few miles away and have heard nothing from any media sources.

Can they check the horse for a microchip? You never know it could be a missing one (lets hope not)
 
Take a Photograph and email all the details and send it to;

The Director of Environmental Health at the Local Authority in question - naming the EHO you dealt with.

Copy the same picture and email it to the Councillor who Chairs the Environmental Health Committee.

The email addresses will be on the Councils Web Site

Ditto Tom Wall at Enviromental Health News - t.wall@cieh.org.

The Regional Director of the Environment Agency and for good measure the Daily mail.

Ensure all recipients can see the CC list.

Action will follow swiftly.

hi, i just made this account to show you a picture that my friend took of the horse, maybe you can use the picture for something. i go to the local sixth form in irthlingborough and see it virtually everyday - it's been there at least three weeks now. the horse is owned by a traveller site i think.

Surely this is an environmental health issue? It can't be safe having any large animal rotting away in a water source?
 
problem is no one is going to own it although it is a cert, cost of disposing of it and job of getting it out, at this rate we could all remove any id of diceased and pop in river save on disposal fees!
 
Hi all, Thankyou all for your help. Just wanted to inform everyone that my friend was inform by the RSPCA that there is also a dead horse in the river by ditchford, And the rspca do know the owner of the one by diamonds.
Good news tho, it was in the ET last night xx:(:(
 
Take it poor pone still in freeing river, and the ditchford one have same owner, he was buying loads of headcollars in D&H couple of months ago his lad saying that they had 100 plus ponies
 
As soon as I read A6 Irthlingough just knew it would be a ***** horse dead in the river they dont give a s**t about the laws that normal law abiding people go by as to the responsibility of the waterway it will be the EA as British Waterways are not responsible for the navigation on the Nene yet it may happen with the new BW charity trust and God help us if the relavent EA staff are not moved across to BW who understand the flooding issues off the area.
 
Yes can believe Environment Agency as useful as a nun in a punch up as we've had a situation in the past where they sat on the fence and did sweet FA.

Take pictures of the poor horse and e-mail to all the local papers and ask them how their readership would feel if they were drinking water from a source with this poor dead animal in it?

Go/write to your local MP to ask them WHY something hasn't been done about this pollution of a water course?

Forget about the RSPCA, they're F.All useless about this sort of thing; ditto WHW seem to be unfortunately, tho' appreciate their priority has to be re-homing live animals.

Shocking and appalling.

Dead horse in the River at Irthlingborough



Your e-mail dated 26 November 2010 regarding the dead horse found in the river at Irthlingborough has been forwarded to me as it relates to the East Northamptonshire district.



The removal of dead animals from watercourses is not a matter that East Northamptonshire Council has any powers or remit to deal with. However, in the interests of moving this matter forward, KP, Environmental Protection Officer, has made wide-ranging enquiries to different agencies.



It appears that the responsibility lies with the Environment Agency (EA) where the dead animal may be blocking a structure, such as a lock, has the potential to cause a flood risk, or pollution of controlled waters. In this particular case I understand the EA has visited the site on two occasions over the past two weeks following complaints made. However, they do not think that in these particular circumstances there is any action they can take as the horse is not blocking a structure or causing a flood or pollution risk.



KP has also spoken to Trading Standards (TS) and following that conversation, they have found out the name of the riparian owner of the land. The riparian owner can be held responsible for the removal of the dead horse if the owner of the horse can not be found. I understand it is now the responsibility of TS to find the owner of the horse, but due to the prevailing adverse weather conditions, TS are reluctant to take this further at the moment.



For information I understand from what K has been told, is that it is normal in cases such as this to leave a carcass to decompose naturally, let it drop to the bottom of the river and as a consequence no action regarding removal is required
 
I see the word Travellers and horse mentioned in the same posting, so obviously it will be a case of applying the law and regulations as and where the authorities "can be arsed", guess why it's took so long, answers on postage stamp.
 
why do us normal folk bother with being law abideing (sp)), bet horse is left to decompose and nature breaks it down but that will take a long time, has other horse been removed? why cant they bury them better than this, they must be able to 'borrow' a jcb
 
Well done OP for contacting MP. F'ing marvellous innit that this can happen in a "civilised" country.

OK, so now you've got the official "we're gonna do sweet FA" (which obviously is the case) then I'd be inclined to get hold of a local journalist; preferably someone who is young, tenacious and eager to get on in their career, and ask them if they'd be able to come out and take some pictures of this awful scene to get it into the papers as a shock tactic - then perhaps the power of the people at large will get something done.

Emm, WHY do we pay our taxes? Surely to sort out situations like this? Or to pay for officialdom to sit on its fat @rse and do sweet FA - obviously so.
