Dead horses found on hack-who to report to?!

So out hacking today my friend and I have come across two ponies dead at the side of the field one of which seems to have had a 'home job caesarian" as the dead foal is half hanging out of the abdomen. I know the farmer so we informed him and he told us that they'd been there a week and he'll prob have to bury them.
I'd like to add that family's walk their dogs past this spot as well as houses overlooking the field. Not a nice sight for children to see and indeed my friend did shed a few tears.
But I don't know who to report this to?! I tried RSPCA. They had me on hold for ages then was just cut dead. Ha. Useless! :-/
 
omg horrific, cant believe the farmers not reported it. Im not sure but ideas ,Police whw .or Defra. i know they had to be notified when an aplaca died and was left near us.
 
the police ... when there has been news of horses being mutilated the police have always been involved. They should also arrange for the corpses to be moved if the owner cannot be found as definitely a health hazard.
 
Shocking, although to be fair if its been there that long then it could have been eaten my wildlife and therefore not neccessarily mutilated.
 
It's a tricky one since as they're in a field, it's presumably private land? I would try the police or if you get no joy there, perhaps try your local authority (assuming you're in England).

Poor horses.
 
Environmental Health at your council, they may inolve the Animal Welfare people but such carcasses need dealing with before they become a health hazard. I just despair of people though, who could do such a thing...............
 
RSPCA are pretty useless - the best people for this would be World Horse Welfare. They will take details, investigate and they will get back to you with the results of investigations.
 
I would definitely inform the police in case they have been stolen ie to eat or mutilated. ie check for chip etc

If not then I suppose its kind of the farmer to bury the carcasses from a hygeine point of view. If you are brave enough it would be good to take pic of mare (head /markings etc). Just incase someone does report missing.

But I would let police know. I hope its wildlife but nothing horrible suprises me anymore. Its as if the world is immune to suffering.
 
I took pics just in case. The bodies have been here about a week. The mares abdomen has def been cut open, I presume to see if the foal was alive but alas not. No sign of wildlife eating away at the corpses. And these are your typical ***** ponies. Thin, terrible state of their hooves, prominent spines. Messy overlong tail and mane etc etc. Looks like the owner has dumped them as an easy way of getting rid. But looking at the tyre markings and dirt pile up beneath ponies it looks like a tractor has been used with it's scoop. Also I've spoke to another yard and they've had two separate similar incidents recently.
I've reported to the police who'll be sending someone within the hour. I must admit. It is gruesome. :-/

How horrible :(

Last year we came across two dead cows in a watercourse by a footpath near where we are, and we had to get Trading Standards involved who then got the farmer to move them and dispose of them correctly.

We were passed from pillar to post by DEFRA, Environment Agency, etc etc. until being told that the Trading Standards were who we needed - slightly bizarre!

Maybe worth giving them a call?
 
I am afraid it is not kindness of the farmer to bury them - it is his legal obligation. Any dead animals must be disposed of by the landowner irrespective of whose they are. They introduced this to stop animals being left lying around whilst farmers fell out about whose should dispose of them.

During the floods in Northumberland in 2008 nearly a 1000 sheep were drowned and washed onto other peoples land - One North East paid the disposal costs as it would have been punitive for the landowners where they washed up to dispose of them - some of them had no sheep!

Does your local BHS branch have an active welfare officer - nothing they can do but they might be interested in logging the facts and point you in the right direction.

Oh my god what a horrific thing to see, they can't leave bodies lying around so I would probably contact the police or environmental health and they should point you in the right direction. Poor ponies :-(
 
Horrible :(

You need to call either your local Environmental Health or if you have one, Animal Welfare department at the local council.

Carcases like that should be the council's job to organise uplift, and in the circumstances Animal Health should definitely be interested, although if they can't be identified there isn't a lot they can do.

You can call the police but I expect you'd get further with the Local Authority.

Next time, (lets hope there isn't a next time mind) when reporting such sad incidents, why not say, ''2 trapped dying foxes in fence'' - or something like that, and I can also bet your last £ that RSPCA will be with you in seconds! They surely will have to deal with the incident then?

Still, very sad, and would like to think the mare didn't suffer, but it sounds like she may well have done, poor thing.
