dealers on livery yards

I was wondering if anyone out there knew the rules and regulations about someone dealing horses from a rented livery yard. I keep my horses on a livery yard which is rented by a local farmer and another person with horses on the same yard appears to be dealing horses from the same yard! Do they need a licence?

No regulations at all for horse dealing.
They may even be selling as 'Private Sale'

The only constraint woudl be if someone was openly trading from a yard where PLanning Permission had been given for personal use only.

If you feel that stangers coming to view horses for sale and the dealing intake horses not being subjected to good bio-security measures puts your horse at risk, take it up with yard owner and ensure facilities are in separate yards and fields.
Or if viewings are taking over shared use of a school.

I am not a dealer but sell a few horses every couple of months that I bring on - charity cases I get given - I keep these horses at a livery yard where there are often spare boxes but I always ask all other liveries if its ok for people to be there trying out the horses and direct potential buyers to my house first then I take them to the yard so they are never unsupervised. I can understand your worries but you have to understand that some people cant afford a yard of their own and finding understanding yard owners and liveries is hard to come across!
But there should always be discussion regarding the other liveries happiness!

we let a dealer on to our yard but we tried to keep things seperate and we checked with the other liveries that they were ok with it!...it was their responsibility to organise their own insurance etc

The insurance aspect is very important.

They must have third party public liability insurance for all their horses and staff in the event of there being an accident. The level of cover afforded by the policy should be over £10,000,00.
