Yes I realise they do not need any papers if destined for slaughter. France was an example. Hower only France allows horses to leave thir shores to UK or wherever without health papers. Which leaves us wide open for abuse. ie travel via France (export)from any EU origin Country & all is OK. DEFRA should have cottoned on to this years ago.
