So basicly it is a pompous long winded way of saying ,they got luckey this time but couldnt have coped with a real oubreak. Also the left hand didnt know what the right was doing,oh and passports are a waste of time.

The sad thing is that all the decisions, made by DEFRA, when it comes to livestock management, are based upon theorised ambitions, many of which are unachievable and needless.
Decisions are taken by DEFRA, which despite the warnings given by those appointed to police and monitor them, and when they have catastrophic consequences, the response is always the same. "There are lessons to be learned". Quite, there are, but do they?
Do you remember the debacle of the SFPs, when that awful Beckett woman ignored all the warnings, made the bulk of the consultant staff and others, redundant, re-employed them, along with paying for computer systems which were clearly inadequate and entirely unfit for purpose, and cost our country many millions of pounds, and then had the audacity to sack the minister who she felt was responsible, despite his dire warnings?
There have been further Foot & Mouth scares, and I could continue for reams. Total incompetents, all of them.
