Please read the letter from DEFRA, and also see the letter to send to your MP.

DEFRA is trying to make huge changes to PIO's and could result in no longer having breed passports issued.

Please help! And keep britian Breeding!

The thing is, I don't think it is a bad idea at all... One PIO makes things so much easier and clearer!
And I have to say, the CTS works like clockwork, so maybe DEFRA isn't that bad an organisation to oversee it?
 
sorry but i think the whole passport thing stinks. you buy a car and fill in the v5 i think, the documents arive the next week in your name. no bloody 15 to 30 pound charge for an admin change. there are more cars on the road than horses, and there is no dealer box to tick on a passport. the admin charge from the PIO s is why the passport is not kept current ,,, and the time factor.

To a certain extent, I agree with you; a central register that is viewable and usable by others (us horse owners included, not just by authorities) would be ideal but DEFRA wouldn't have a clue about breeding details, they wouldn't have the staff to say 'hang on, that's not right, a mare can't have five foals in a year - a mare born in 1930 can't have had a foal last year' and so on so we need the breed societies to be there to oversee that everything is correct otherwise you might just as well go back to the old vaccination type cards and if it was lost, no big deal. But the breed people will need, if passports are taken away from them which is a huge revenue provider, reimbursement for this, it's unfair to think otherwise and many are run by volunteers in their back room not from big offices so we need them, we mustn't lose those details which we could if Defra run this as well as they did foot and mouth.
What would help a lot is if there was one supplier only of microchips which would be linked with one number for each horse and that would be the only number on a passport that was used anywhere, unlike now when each society gives you another number. The horse doesn't need another number, what's wrong with just the initials of the society stamped inside the passport? It would be far easier to account for horses if this was done. Any changes such as new owner/new address would go to central, same as cars do but please don't give Defra the chance to muck up and lose precious breeding details.
 
I agree with Maesfen. The whole strength of breed knowledge and quality control would be lost to the great detriment of horses bred in the UK. Cant imagine the TB racing industry being impressed either.
Judging by DEFRA's handling of cattle passport identification in the past I would not be reassured they would do a good job handling horse passports, but maybe that is just me.
 
At first I thought they were going to cut the breed societies out all together however a quote from part of this letter

'Breed Societies will continue to be recognised by Government to fulfil their important studbook governance and breed preservation roles. They will also be responsible for the verification of pedigree information and will therefore continue to play a key role in the production of horse passports. Government will continue to share the passport data with industry for the purpose of the public equine website.'

So they will still be able to prove breeding etc

If this is the case I don't see a problem. One agency would be better to deal with passports, as it is 80 different agencies is a joke
