Desperate for advice on my hooch

Hi. Never been in this bit before, helllloo!
My staffie is causing herself and me and my neighbours huge problems.
The little yap yap terrier next door keeps jumping up at the fence and my dog keeps trying to get at her cutting her mouth open on the fence, ripping a tooth out and making a mess of said fence and mouth. It is so distressing (she is fine with dogs when out/at the pub etc its territorial) so what can I do?
We have tried pain (she doesnt feel it - incl my horsewhip which broke) pet detectors/correctors etc.
We were getting a doggie elec fence but she wont care and will go straight through it. Tried spraying fence with nasty smells.
Hmm now onto a) elec fence next door to prevent terrier approaching b) spending heaps on a second internal wire fence beside the wooden one. Can there be something easier and cheaper?
She has to wear a muzzle in her own garden poor thing, but not when walking?? Help needed!
 
Agree with AmyMay - also, if space allows, is there an area of the garden where you can build a run for her, away from the other dog?
Have they met in a neutral environment? What are the neighbours doing?
 
neighbours are crap just leaving their doors open so theirs can have run of garden the whole time cos whilst its bothersome for her its not damaging unlike with my dog being stronger and more determined. we tried once out and they see eachother out on walks and the field out the back. no they cant see eacother through the fence other than the mutts nose underneath coming into mine. she has another dog and that one isnt an issue as its quiet and mine and him dont bother eachother. arrrggghhh.
