Carrots&Mints - your horse needs to go out. Your problem is not that he's messy, it is that he needs to be out and able to move around for a decent turnout every day. Ideally with company. Sleeping all day is not a good thing at all, consider the possibility that it does not mean he is relaxed, it can be a coping mechanism, just as a behaviour like weaving might be.
Forget the bedding, have a look at the daily welfare of your horse.

Our mare is disgusting....having tried every option the cheapest and cleanest and quickest is matting with a couple of flaps of straw....sweep it all out on a morning and let it dry during the day and pop clean down before she comes in.
Cheap, quick and clean.
