France has a much simpler system. All horses in France should have a passport - document for indentification AND a Carte D'Immatriculation.

The second is a single page ownership document with details of horse, breeding, stud book no. and m/chip no.

This is proof of ownership and unlike the passport is not left with the 'keeper'. It should be retained by the owner at all times. When a horse is sold both vendor and buyer need to sign the document which is returned to the ONE PIO in France - Haras Nationaux. Change of ownership is registered on the French national database SIRE.
