I have a Welsh Cob, I plait him for dressage and his mane is a good 6-8 inches in length. Just make sure you thin it out well before hand, mind you I still had 20 when we went out a fews weeks back

There's a young boy at my yard and he does a bit of dressage his mum likes to plait his pony but he hates the smart little ball type ones as they're to 'girly'

So his pony which can only be described as wild (not to long just very thick) gets plaited liek you'd plait any other mane but he would have very big plaits so the balls would be quite big. He calls them boy plaits and it looks smarter then no plaits.

I don't plait my cobs mane, purely because I actually think it would be impossible. He has a mohawk and you can thin it for hours but its would take years to even attempt to get it into plaits. I've never had any comments from judges but i've only ever done unaffiliated prelim with him so not as fussy

Good luck with the plaiting and hope Ebs is good for your friend.

Charm thanks so much for posting that video of how to do a Spanish plait.
