I’m taking over a little yard. Currently there is a 25 x25 turn out pen there. Now after looking further into it the previous occupant just put flexi ride on top of mud which has left it a deep and dangerous mess. Now I was hoping to pull the surface off, put a layer of compact stone ontop of a memebrane and then membrane again ontop of the stone and add sand to the current surface. This is all above ground, would I need planning permission as it’s not permanent base and could all be removed.
