Do i need Planning??

Hi

Due to a very wet field i am looking at making an exercise area, clear off the grass surface, put down a membrane and cover it in wood chip ( or similar) and have small boards around the outside holding the wood chip in, then a simple post and rail fence around the outside forming the shape of the area.

Does Anyone know if this needs planning permission?? i am hoping not as it is not a permanent fixture and can easily be removed.

Or does anyone have any suggestions of something that i can do that doesnt need planning

I think you do. My boss has his own land. acres of it, they made an outdoor sand arena and they had to get planning. Guess he would have known for definate as he is a structural engineer :D as far as i know nearly anything related to horses and facilities needs planning permission. You can ring them and just ask the question anyway
 
No you dont need planning if you dont ride on it and it doesnt constitute more than a third of your available land. I think you need planning to ride on the field and certainly to build a lunge pen or school in most areas
 
Assuming you live in England or Wales yes you do need planning. Whether you ride on it or not. You also need an IQ of about 340 to understand the questions never mind wording the answers that planning need Good Luck.
 
Yes you need planning as the land has been subject to a change of use

I suggest you look at some sort of drainage for your arena or you will end up with an expensive and unridable area.
 
Whatever you do don't just clear the grass and put bark down as you will very quickly end up with a squelchy boggy mess! If it were that simple most people would have opted to do that rather than spend money putting in drainage etc. and building a proper arena. Any works that include excavation will require planning.
 
You will need planning at the very least for change of use, from grazing to exercise etc. unless it is temporary. Our council regarded mine as engineering works and I had to submit cutaway drawings for them. Best ask your local planning office or a local contractor how it is regarded in your council.
 
Yes, you do need permission as it is development works; councils can interpret the policies differently so speak to you local department. It may help to stress to the planners that it is for the welfare of the animals.
 
You will need planning permission and my first thought was that you will be wasting your money.

You need a proper drainage and a firm base prior to a membrane and surface of all that will happen is that you will end up with a muddy mess that the membrane has come up in places and sunk in others.
 
I read a similar question on the British Farming Forum not so long ago. someone said that if/when the planning inspector comes along just ask them -

Do I need permission to drain my field?
Do I need permission to fence my field?
Do I need permission to put sand on my field?

I don't know how this would work if you had already got change of use to equestrian though.

The trouble is the answer could be no to one and two (tho still maybe yes to 3) but ONLY if the land was both a) classed as agric land and b) being used for agricultural purposes.

Im assuming the land in question is either classed as agric land (in which case you would fail on b) or if classed as equestrian instead, then the answer to all 3 would probably be Yes. So either way PP prob required.
