do u need a licence to drive horses on the road??

At the moment, anybody can drive any horse/pony/donkey/mule on the road. It is very wise to have Third Party Insurance, but not a legal requirement.
There are also, as you have found, certificates you can earn.
However, there are plans afoot to make it a necessity to undergo an exam to be allowed to drive on the road, but I think it will be quite a while yet, and will probably be implemented for Businesses long before Private Driving.
A question in Your Horse this month was whether your vehicle will need an MOT. The answer to that is also NO, because it is not a motorised vehicle.
 
If the relivant driving society gets its way there will be because they hope to get the revinue--rather like all the societies that told us we had to have passports for horses before it was made law--another usless document!
