a kind of magic

My young boy (rising 4) who I've owned since he was 3 months old has never really grown much of a winter coat except his foal fluff from his first winter. He moults properly but his coat grows back in very short and dense but in no way like a full winter coat like the others. He doesn't seem as warm as the others so is rugged appropriately (usually a fleece under whatever weight the others have on does the job).
Does anyone else's horses grow a pathetic winter coat? I don't start to rug until he's finished shedding so the rugging process isn't hindering his coat growth, just seems to be one of his little quirks! I suppose one bonus is he will probably never need clipping!
