Does anyone have a dog who's completely different at home?

My little lab has deformed joints. This means he walks in a weird way. He's a real home body and loves being at home. Here he is a naughty energetic bundle of fun and mischief. He tears round like a nutter, especially as we have his full brother who's a year younger (I8 months and 2.5 years) They play very roughly as any other pair of young labs might.
He's also like this at my mums house and to a lesser extent at my work (he's come to work with me daily since being a young puppy)
However other places or people he doesn't know he becomes a nervous unwilling to do anything wreck! I'm sure people must think I beat him whereas in fact the opposite is true. Because I treated him like a delicate little thing that might break at first he's rarely been disciplined at all (this is a mistake! He's now naughtier than his little brother who is actually very trainable and listens!)
It wouldn't be so bad but the dog everyone else see's is very timid, cowering and not wanting to move...then when he does they see how ridiculously he walks aswell which makes them think I'm awful and cruel for keeping him.
I feel like taking a video as evidence to pull out everytime someone questions me about him!
Has anyone had this or has anyone got any idea's to make him more confident outside? He's very friendly and loves people once he knows them.
 
Does he feel vulnerable, with his inability to move fast? I wonder as my old lurcher, who has always been very confident, now runs home if she sees a strange dog coming or even if she sees me coming with the labs and can't smell that it is us, she is deaf so shouting is no help.
 
He can move fast, flat out round and round the house! Just in a bizarre awkward looking way but it certainly doesn't bother him personally! My vet is stunned by him!
We came home today to some guy on the yard with 3 big labs (mine is tiny) he certainly wasn't scared either of them so I'm even more thrown. If we'd met them away from home he'd have been a bit wimpy but he saw them off 😁
 
Our lurcher was like this full of beans and very loving at home. Terrified of his own shadow when we were out. A dog training class helped as although he was older( rehomed from a local rescue centre) they were supportive and gave him an escape space if it all got too much. Do you walk lab alone or in company? Lone trips with lots of treats to make it fun and speak to lots of people might help.
