Thats the trouble aswell I haven't been able to find a definitive link, lots of press articles about things being condensed but not detail.
My local planning office hasn't got anything about the changes either.

It is not exactly the "rules" which have changed so much as government policy. What you are looking for is the National Planning Policy Framework. You can download it from here:http://www.communities.gov.uk/plann...ystem/planningpolicy/planningpolicyframework/
Note, however, that the existing development plans for the area continue to have significant weight for the next 12 months. Then we shall all be moving into the new regime of Local Plans (see the Localism Act) which are meant to give communities more say about development in their area.
The NPPF seems fairly keen on thriving rural communities. Its main thrust, however, if economic growth and sustainable development.
