Does anyone know why my dog licks himself all of the time??

Our 2yr old collie has recently taken to excessive licking when laid by the fire in the evening

He is:

not hungry
well walked
doesn't demand attention
burdened with loads of toys


He also licking the surrounding carpet and even furniture sometimes

Help

Does he only do this when by a heat source and how much exercise per day does he get?

he gets about 4 walks and just tends to do it after his tea and b4 bedtime walk
