does BHS. ABRS.stand for much these days.

I may be wrong but arent BHS. ABRS RIDING SCHOOLS supposed to be inspected once a year(may be more)not sure about this.if this is the case how come a friend of a friend has recently purchased a tb from said school , which is to put it mildly emaciated.on arrival he looked like some poor horse from the third world.she bought him for peanuts. not old 8 years, recently shod , so Iwould guess hes been in work,The question is "why wasnt he spotted by the Inspectors?"or has the school got rid before the inspection."Do the schools know the date of the inspection?If so then its a farce.This horse has been in the public eye, obviously working in this state.Are people blind or is it just that they dont want to see. ARE THE BHS anything to go by these days.
 
it doesn't mean much imo. There are several in my area that are approved and we regularly take riders who have been to those and scared witless by unsafe and sharp horses. One has about 6 school horses doing the work of 20 at the weekend. Only thing you can do is report them.
 
Inspections only look at horses which are working in the riding school - liveries, competition horses etc are not closely inspected - though if a horse is spotted which causes concern questions will be asked. There is usually a set number of horses on the insurance policy/licence and the inspector expects to see this many. If there is a discrepancy they may check bookings etc to see which horses are being used.
Schools do know the date of their main inspections as, especially with the larger schools, there are a number of arrangements which must be made (horses to be brought in from further away fields if on holidays, tack sorted for them and such like). There are occasional surprise inspections. That said, if the horse was not at the yard at the time of inspection then the inspectors won't know about it. I suspect this is the case.

If you have a concern the best thing to do is contact the BHS -either at the Headquarters or your local welfare officer - and talk to them about it. They should then arrange a surprise inspection. This is not aimed at you personally but I wish more people would do this if they have a concern about an approved school (or contact the local council if it is not BHS/ABRS approved) so the BHS has a chance to deal with it. They can't check on every school 365 days a year and some people become very good at hiding things!

the BHS and ABRS do spot check annually. They do not check all of the horses individually, when they turn up out of the blue this is not always possible.
They check the majority of the horses but just get an over view, facilities, health and safety ect.
Individual horses are inspected by the council but again, it would be pretty easy to conceal horses if they were that way inclined.
