Does it count as a Passport Question

The horse we had vetted on monday was supposed to have a passport. The yard selling the horse managed to get it for the vetting. When me and the vet asked to see it, they produced an envelope with a PET ID description form all correctly filled in- so a passport application form rather than the actual passport. The horse failed so we didnt go any further BUT was this legal- could i have been "done" if i had been pulled over on my way home and those were the only papers on me?

Could it have been an import?
One of the 'scams' was selling continental insurance write offs with brand new GB passport instead of original continental one
There must be a lesson here for all of us--ask to see passport before paying for vet inspection
