Does my pony look fat?

This is my 14.2hh pony, he is currently being turned out at night and is kept in at day.
I'm not sure if it is just me, but I think he is looking fat. He is competing at eventing and I have a 2 day event (pre novice level)

in 2 weeks and i'm not sure if he is ready. He is galloping fine and seems perfectly fit but i'm just not sure about his bulge!!!
Please tell me what you think

Doesn't look too bad but is there some fat cover around shoulders
