A youngster but the tail looks a bit long to be a foal (what I can see of it). Too young to be ridden IMO and I don't like the way it's mouth is being pulled around.
Looking a bit closer then i agree perhaps not a foal but a very young horse, also same goes for one behind, stupid people, they both look like lovely little ponies aswell =(

Are you saying anybody from the travelling community would do that? Children abusing horses is nothing new, and in NO way is it specific to travellers.
Think before you type.
Its not specific to travellers but it is quite common and very uncommon elsewhere! and the lack of enforcement against such cruelty appears to be less in that community which is feeding the generalisation/impressions.
Some at the travellers site down the road from us do exactly this - normally because they have to cross the dual carriageway to go and buy fags and so they hop on the nearest terrified youngster or shetland or welshie and ride it bareback in a headcollar across the dual carriageway.....because they cant be bothered to walk the 200 yards. I have to say Ive never seen a non traveller do it, and if they did I am pretty certain they would have the book thrown at them.
Some dont and treat their animals better. So I am not saying it is all by any means, but it is disproportionate in our area at least!
I agree its unfair to label any group as a whole and not appropriate, but it does need a big improvement in the treatment of horses within the traveller community and the authorities being prepared to treat everyone equally when such cruelty is openly displayed.
I've seen many and more children who HAVE proper guidance and teaching ignore it and viciously abuse their horses, while totally conscious of the damage they are doing. In contrast even literacy can be a problem for some (and not all) travellers who are home schooled, so acting like that for me is nowhere near as unforgiveable as watching a spoilt child senselessly beating a four year old horse because it spooks at something, and knowing better. Abuse comes in all forms from every aspect of EVERY community. Even world class competitors are convicted of appaling treatment of their horses, it is a fact of life, and one that should never be attributed to one aspect of society. Particularly as in cases like these the children are hardly going to be aware of the damage they could be doing. Are you suggesting that the authorities don't deal with animal abuse by travellers???? Why on earth would that be the case? And as for "having the Book thrown at them" I highly doubt it - people from wealthy backgrounds are far less likely to recieve criticism in these kinds of scenarios than those who can simply be written off as "pikeys". For every example of abuse of animals by travellers you will find a dozen more by wealthy people because a vast majority of horse owners are wealthy people, saying its more common in travellers is rude. And frankly animal abuse is animal abuse regardless of your background - I am in no way defending the photo, but the implication that poor treatment of horses should be expected by travellers is, to me, base ignorance.
I'm not sure that it is a youngster (maybe 3-5 yrs) if you look at the photos before it. I agree that the kid is WAY too big for the pony and so is the man on the one behind, but the ponies are not yearlings. It has been said that you can tell by the tail but you can't actually see the tail in any of these photos clearly and the pony might just have a really thin short tail as an adult pony. I think it is unfair and wrong of people to judge what they do not know and were not there to witness. Also if you look at the ext photo the RSPCA was there and would probably have said something had they really been riding yearlings.
Hmm sorry but i'd agree with the pikey comment, by the look of the other photos too I'm 99% sure they are travellers and 100% sure that that is animal abuse to put the weight of that kid on that pony, be it young or not. I'd be saying effing kids or effing grannies for that matter if it was a different cultural group.
