does this turnout rug exist?

JHL (jumpers horse line) rugs, I had them years ago, they're basically the same as mark todd but they were a bit cheaper but they do have neck covers that clip on the way you like! I'm not sure if they might only be 600d though
 
Not completely what you asked for. But. I had a good rug repair lady fit the d-rings and appropriate buckles to some of my rugs so that I could attach neck covers, she just removed the velcro that was in place on some of them. That may be an option if you can find rugs that otherwise fit but don't tick the neck cover box?
 

Would this be suitable at all? Only 2 sizing options at the front but really good rugs. The original highlander fits one of mine better than this one but my smaller horse fits these better.
I have this rug and it is very tight around the neck of a horse that I would not describe as broad. It is a very neat fit around the neck.
 
I'm starting to swear by Gallop rugs. My 50g had held up in all this torrential rain and was fab all last year as well. Same as you, i only like buckle and clip front and mine has a deep neck and shoulder so everything i put on her has a tendency to run up her neck leaving her butt out if i can adjust the front.
Mine has 3 clips for the neck but they have just done a new design that is velcro tabs, this might be better as mine with the rings and clips can flap over exposing a bit of neck. They also have a waterproof rating which i've not seen very often on rugs. you will need to size up with Gallops

I have had very good experiences with these rugs too. Ensure that it is the Trojan Xtra style. The others are not as well made or fitting. I bought the gallop trojan lightweight and find it very skimpy. The xtra lightweight fits perfectly on a variety of broader horses.
 
Weatherbeeta aren't great on my part bred fell x cob type so I think they'd come up tight for your little stallion.

Yep, it’s more than annoying!
it’s the chest clip fastenings on the current range: there is now far less adjustability on both the Highlander Plus and Highlander Original (which used to have buckles at the front), although the amount of fabric is similar (laying against each other, got rather a lot of them here to compare!)
And combos need the hood closures modifying, as described, for cresty necks.
Somebody resurrect Fal Goliath or Viking, please.
