No, for us the effort taken to pick the feet out of all the horses is more than the effort required to sweep up the small amount of bedding that may be left behind, particularly when you're sweeping the yard anyway!

I think we are supposed to, but no one does, not even the YO. Our yard doesnt get swept very often and the kids never sweep outside their stables, so it doesnt really make any more mess! I always pick my horses feet out when i ride, but i dont when i turn him out, but i am right on the end of the yard next to the field.
I do always sweep outside my stable and pick up any poo or mess i make, some people don't even pick up there horses poo off the yard!
However at work, there is trouble if you don't pick out horses feet!
Yes, we have to pick feet out before turn out but YO sometimes turns her horses out first leaving mine on her own, she gets really upset and stomps round her stable filling feet up with bedding and poo! Then it comes out of her feet on the drive and YO looks at me as though I haven't picked feet out!!!
Yard doesn't insist on anything at all. There really aren't any rules, just that everyone is expected to be reponsible and courteous. I sometimes think that because we aren't dictated to and treated like children with endless rules, it makes for a better yard because everyone sweeps up, cleans up after their horse, picks up straight away if their horses poos on the yard and is generally clean and tidy. I've never been on a yard that runs as smoothly as this one and it has the least rules of all yards I've been at...
